A governance philosophy or strategy wherein fewer decisions are made “higher up” within a traditional hierarchy, but instead spread out. Sometimes this implies the dismantling or restructuring of hierarchical systems or entities altogether—a “flattening” of an organization or system. Other times it means moving decisions down/outwards within a conventional hierarchy.
